what is a better brand wusthoff or shun? or is there another brand that is the best?

Being Japanese knife fan I'd still advise on Wusthoffs for steak knives.
In general for kitchen cutting Shuns are better, but there's much better Japanese knives than Shuns, Masamoto, Aritsugu, Watanabe, Tadatsuna, Tojiro to name a few. More on kitchen knives here - http://zknives.com/knives/kitchen/ktknv/index.shtml

Shuns in particular are sharpened to 16deg. per side edge, that's total of 32deg. Wusthoffs and 99% of western knvies are 45-50deg or even thicker. So for chef's knife, or pretty much any knife in the kitchen Shuns will cut better and will be lighter, which is a good thing.

The thing with steak knives is that you cut on the plate, which is glass, ceramic or something like that. Any of it is extremely damaging for the delicate knife edge. Given that there's no other way to use steak knives I'd go with thicker edged and tougher steel like on those Wusthoffs.

For that matter probably it's better to get the serrated steak knives, unless you want to bother with sharpening. Even though I hand sharpen all of my kitchen knives, I'd still be lazy to do that for steak knives.

If you're asking who's the best brand for kitchen knives that's pretty complex question, depends on budget, your own cutting habits and preferences and whether or not you live in humid or dry env and many other things.
